It's September 1998. The Wizarding World has just buried the most dangerous dark wizard who has ever lived. Unlike last time he fell though, his followers are reluctant to stop searching. They don't want to taste the Dark Lord's bitter vengeance, should he return unexpectedly.

With the surviving Death Eaters still out there, the Wizarding World is still very much in darkness and most of them seek Harry Potter, the Boy-Who-Lived in order to get the fabled Wand of Destiny, which he loudly proclaimed he possessed in front of a crowd of people.
